President of the Nepali Congress, Sher Bahadur Deuba, has accused the government of intending to harass civil servants. He further blamed that the civil servants were promoted and transferred based on political faith. The NC President was saying this at the first national gathering of local level employees' union in the federal capital on Friday. "Civil servants are the permanent government. Their promotion must not be guided by political ideology and faith, but on their performance," he stressed, urging the civil servants at local levels to behave politely and honestly to the service seekers. According to President Deuba, the employee's union at local level had important role to strengthen party base by working for the people. Moreover, he accused the present government of working against the spirit of democracy by curtailing press freedom and human rights. NC always works for human rights and press freedom, he reminded. On the occasion, senior leader of the party, Ramchandra Poudel said the employees at local level could play important role to ensure successful implementation of federalism. "Local level employees have responsibility to materialize federalism. So, they need to work for the people," he stressed. Leader Poudel also accused the government of ignoring changed system. NC leader Prakash Man Singh wondered why the government of two-thirds majority slowed the adjustment of employees. "In the pretext of two-thirds majority, the government was lackadaisical on implementing federalism," he blamed. Nepal Trade Union Congress' Chair Pushkar Acharya urged the party leadership to build organization at local level. Chair of Nepal Civil Employees' Union, Gopal Pokhrel, accused the government of letting down the morale of the civil servants in course of their adjustment. The gathering continues for two days.
